A WORD FROM THE ADMINISTRATIVE COUNCIL
The Administrative Council met on May 20 and 21.
It approved the 2020 accounts.
Initially, these showed a surplus of 237,316€ after accounting for a provision for works of 155,200€ and a provision for risks and charges of 68 850€.
Last year the financial audit, presented in the special election flash, indicated that the statutory commitments had not been recorded for the period before June 2012.
However, this amount represents a definite debt towards the societaires and must be accounted for in accordance with the accounting principles and at the request of our chartered accountant.
We had to make an accounting entry of €1,037,558 as an expense on previous years in order to bring the amount of statutory reserves on the balance sheet to €2,000,000, an amount determined according to the data in our possession.
The accounting result has therefore been modified and now shows a deficit of 800,237€ and you will be asked, within the framework of the resolutions, to transfer this to the "retained earnings" account.
This financial reconstitution of the statutory commitments will be done over several years by the provision of an amount of 50,000€ in the budgets, to which will be added future surpluses.
This does not call into question the financial solidity of the SCI, as its income comes from calls for charges.
The Administrative Council has decided :
- to initiate a tax procedure before the Administrative Court of Toulon for the VAT paid by the societaires on the annual charges, after the rejection by the Direction des Finances Publiques of our claim.
- to ask for the pledge of the social shares as collateral to the benefit of the SCI for any new purchaser, as provided for in the statutes, which was not done before. This pledge allows to guarantee a debt up to the sum of 20 000 €.
- to transmit to our lawyer 18 new files; of the defaulting societaires for recovery, for an amount of 86 525 € if their payment has not been received by June 30, which brings the number of defaulting societaires to 39 for a total amount of 284 136 €.
- 4 files in the process of regularization for an amount of 28 773 € have not been transmitted to the lawyer.
In accordance with the statutes, the Administrative Council has decided to suspend the right of use for these 39 societaires and their beneficiaries, as from July 1st in the absence of payment.
At the next General Assembly of 14th August, the societaires will have to vote for the election of three co-managing administrators for a three-year term and two Supervisory Auditors for a four-year term.
One outgoing co-managing administrator is standing for re-election, Christian BARON.
Three new candidates ; In alphabetical order Stéphane LESAGE, Alexandre SCARLATELLA and Loïc WARIN.
For the Supervisory Council, two candidates ; Mrs Valérie MERLOT and Mr Jean-Robert BAUQUIS.
The Administrative Council has also examined several draft resolutions for the next General Assembly :
- Subject to the legal validation by our lawyer, to allow the spouse of societaires to be a candidate and to be elected to the Administrative Council.
- Set a minimum of three years as a societaire before being able to be a candidate for the Administrative Council.
- To propose the introduction of electronic voting as of the 2022 General Assembly, to the exclusion of all other other means of voting.
- To modify the internal regulations in order to :
- a) Specify the documents to be provided for the issuance of the badge.
- b) Fix the amount of the penalty to be applied to members who do not provide a tax certificate proving an address outside the Domaine.
The Administrative Council has decided, on an experimental basis, to open the waste disposal center on Wednesday mornings, in addition to Mondays and Fridays, from June to September.
Information meetings will be held, as last year, at the cinema, on Sundays, June 27, July 11, July 25 and August 8, and on July 16 for English speaking societaires, from 9:30 am to 12 p.m.
In addition, the Administrative Council will meet with younger contingent to listen to them and take note of their expectations for the future, on July 21 and August 11 from 10:30 a.m. to 12 p.m. also at the cinema.

OTHER POINTS DEALT WITH BY THE ADMINISTRATIVE COUNCIL
Gonfaron works.
The administrative file is on-going. Concerning the right of way on military land, the file has been forwarded to Draguignan to the central administration of the Ministry of Defense. The Administrative Council thanks General Jean-Robert BAUQUIS for his involvement and the precious help he brings to the progress of this file.
Reorganization of the postal service.
The post office will now be closed in the afternoon during the summer season. The postal service parcels will be picked up at the new information point located in front of the post office.
Packages delivered by carrier will no longer be accepted at the Domaine's reception point. It will be up to each recipient to make arrangements, either to receive their package directly or to pick it up from the carrier.
Retirement of the security manager.
Alain BAJEUX is going to retire as from July 1. He will be replaced for the season by Laurent PERROT. A reorganization of the services being in progress, the job profile of the new security manager will be modified and other skills will be sought.
Entertainment.
The weekly entertainment program will be posted on the information boards in the Domaine and published in the Domaine entertainment website (http://www.animations-pindelalegue.fr).
This year, the cinema will open from 1st July to 31th August.
As far as the Discotheque is concerned, the Government has not yet fixed a date for a possible re-opening.
From now-on, the users of the Day-Nursery « Les Petits Loups » for 3 to 6 years old children will have to pay (one blue leisure ticket « Petits Loups » = 5 €).
Again this year, the residents will enjoy the Cross-training lessons (one blue leisure ticket « Cross-training » = 5 €), the Aquagym lessons (one blue leisure ticket « Aquagym » at the price of 5 € in July and in August)…
… and also the tennis, the mini-golf and many other entertainment activities.
A new one this year ; padel !
Many other leisure activities should be organized for the celebration of the Domaine 60th Anniversary.

For all administrative steps at the lodge at the entrance to the Domaine, it is imperative that you park your vehicle in the car park provided for this purpose so as not to block the passage. The agents at the lodge have been instructed to respect this rule and to make you back up.

Concerning the identifier: enter your hamlet name, followed by the plot number, for example: "acassi.01" (make sure to put the dot between the name of the hamlet and the plot number). Attention: for Rocco, write roco; for Bau Dou Ser, write bau.dou.ser.
Concerning the password: this is the general number assigned to the plot, in 5 digits. Enter your general number by inserting 0 (zero) on the left. Example: for the general number 2430, write 02430; for the general number 458, write 00458. You can change this password to a more personal one by following the procedure mentioned on the screen.
If you forget this password when you log in again, simply click on "forgotten password".
Remember to fill in your e-mail address so that your password can be sent to you automatically.
Once logged in, click on « INFORMATION » where you will be able to read the communications of the Administrative Council.

In order to avoid long queues at the administrative building, we encourage you to use the pre-registration of societaires and rights holders on the site.

We remind you of the 3 types of operations possible with this system:
1 - Request for badges for the vehicle with which you are going to come to the Domain.
2 - Request for resident cards for yourself and your dependents registered in the registers of theDomain.
3 - Pure and simple registration for a new stay at the Domain. In addition, do not hesitate to consult help on line in the pre-registration field. Please use this modern way. Thank you very much.

* for the assignee it will no longer be possible for a sociétaire to request a macaron for his assignees. The latter will have to pick it up at the reception desk or at the gate in case of pre-registration - compulsory presentation of the vehicle registration document and insurance.
NB : It will be the same for the delivery of a resident card for an assignee.
* For a societaire : The macaron for a societaire will only be issued on presentation of the required documents (house tax or gas/electricity/water bill), the vehicle registration document, insurance for their installation's and vehicles.
No exceptions will be made.

Alarm sirens in case of evacuation: 1 ring for 5 minutes. Attention: Every first Wednesday of the month at 12:00 a.m. a test is carried out on the sirens: 1 ring for 1 to 2 minutes.
Evacuation plan: It is recommended to each societaire to post in their mobile home the plan of evacuation of the Domaine, at their disposal in the administrative building or downloadable on the website of the Domaine.
Smoke detector: Its installation is compulsory in mobile homes and caravans since the 8th of March 2015. Don't forget to change the batteries in the device every year to avoid, during your absence, a false alarm necessitating the intervention, in your installation, of our security manager or the security officers of the Domaine or Fire department to stop the alarm. Any damage caused to your installation during an intervention will be at your expense.
Fire-extinguishers: Those with a label « Desautel » or « Eurofeu » belong to the Domaine who is in charge with their maintenance.
Insurances:
- We remind the societaires of the obligation, each year when the macaron is given to submit proof of insurance for the vehicle(s), together with the public liability and fire insurance certificate, for their entire installation.
- At our insurance company’s request, we remind societaires whose two-wheeled vehicles are stored in the garage that they must provide a valid insurance certificate for the vehicle every year.
Sanitary mas opening times: They are open until 30th September.
Refuse store: All the containers, household waste and recycling bins have been placed back in the hamlets. They will remain there until 30th September.
Selective sorting: To meet the ecological challenges of sorting and recycling but also for budgetary reasons, we would ask the societaires to sort their waste properly. An information leaflet is available in the administrative buiding.
Monster Dump: April 1 to October 31, Monday and Friday from 9:30 to 11:30 a.m. (also on Wednesday from 9:30 to 11:30 a.m., but only from June to September and on an experimental basis / November 1 to March 31, only on Fridays from 9:30 to 11:30 a.m.
Containers for green waste : They must contain only leaves and pine needles, no plastic bags. Branches must be deposit next to the leaf containers. The company who has been charged with the cleaning of a plot has to evacuate the green waste outside the Domaine.
Water meters: Each societaire is responsible for maintaining his own meter and for the manhole which must remain clean and accessible at any time.
Works : Reminder : Any work is subject to a prior demand for works to the technical department.
Maintenance of the installations: We remind you that with respect to the article 7.9 of the internal regulations, you must proceed with the cleaning of your plots before May 31th (new maximum date decided at the Administrative Council of 27, 28 and 29 January 2021). After that date, this work will be carried out by the Domaine without a prior reminder letter, at the expense of the societaires. The cleaning work includes pine needles on the roof of the installations and the cutting of road side hedges.
Ditches: It is forbidden to place branches in ditches. Societaires must maintain the ditches peripheral to their plot.
Infected palm trees: Any societaires with one or more palm trees on their plot should contact the technical services to obtain information on the treatment, felling and removal of infected palm trees. Only authorized companies can take such action and under no circumstances the Domaine’s services.
Access is forbidden to the military grounds around the Domaine.

Dogs: They must be permanently under the control of their master, tied or kept on a leash, or even muzzled according to the legislation. Under no circumstances should they be left alone on the plots (Art. 6.4. e of the Standing Orders). In case of
Failure to comply with this rule will result in a penalty of 1 basic unit (Art. 8.3.2. a of the Regulations). Dogs of category 1 and 2 are forbidden on the Domaine.
Cats: We remind you that a campaign of sterilization of stray cats is organized all year long by voluntary members with the agreement of the administration of the Domaine to avoid a feline proliferation.
Wild boars: It is formally prohibited, under penalty of sanctions, to feed wild boars which are classified as harmful in the Var.
